Pakistan's Higher Education Reform

Here's an editorial opinion published in Nature Magazine on the status of Pakistan's Higher Education Reform initiated under President Pervez Musharraf in 2002:

Massive funding for Pakistan's ailing universities holds many lessons for other developing nations.

Eight years ago, a task force advising Pakistan's former military ruler, General Pervez Musharraf, laid out a bold plan to revitalize the country's moribund research system: initiate a fivefold increase in public funding for universities, with a special emphasis on science, technology and engineering. The proposal was a radical departure from conventional wisdom on the economics of developing nations, which favours incremental investments. Sudden surges of cash are held to be dangerous in poorer countries, which often lack the institutions or the calibre of people required to make the most of such a windfall, and the money can easily be wasted or fall prey to corruption.

Nonetheless, Musharraf agreed to the proposal. The reforms began in 2003. And the results, which have now earned a qualified thumbs-up from a group of experts in science and education policy (see page 38), offer some valuable lessons for other developing nations.

First, conventional wisdom isn't always right. Despite early doubts that Musharraf's autocratic regime could allocate the new funds effectively, the experts cite initiatives such as a free national digital library and high-speed Internet access for universities as examples of success, as well as new scholarships enabling more than 2,000 students to study abroad for PhDs — with incentives to return to Pakistan afterwards. And they acknowledge that the years of reform have coincided with increases in the number of Pakistani authors publishing in research journals, especially in mathematics and engineering, as well as boosting the impact of their research outside Pakistan.

Second, human capital matters. One concern raised by the report published in this issue is that the 3,500 candidates for Pakistan's new domestic PhD programmes have had lower qualifications than the candidates going abroad. But that is a situation that should correct itself over time as Pakistan's schools improve. For the time being, the more important point is that Pakistan has opened up the chance of a research degree to many more people than in the past — including those who do not have wealthy families, or access to influential people, or good skills in European languages. Harnessing those reserves of talent is an integral part of any nation's development.

Finally, accountability is essential. This was not a priority for the architects of Pakistan's educational reform, partly because they were working for an autocratic regime, and partly because they were in too much of a hurry. The government seemed to be living on borrowed time, Musharraf's science adviser, Atta-ur-Rahman, has recalled. On the one hand, politicians, judges and lawyers were pressing for a return to democracy; on the other, the influence of the Pakistani Taliban was increasing. Suicide bombers twice tried to assassinate Musharraf — once by blowing up his motorcade as he returned from making a speech to scientists. If the reformers didn't get their programme in place quickly, they feared they might not get it in place at all.

The result, however, is that the body created to implement the reforms, the Higher Education Commission, has operated with minimal oversight by academics, parliamentarians or anyone else. There has been some waste, although no one has yet accused the commission of egregious abuses of power. But it has exhibited blind spots that an outside influence might have corrected — notably a total lack of investment in the social sciences and policy research, disciplines that encourage the asking of questions that autocratic regimes frequently dislike answering.

This must change. Pakistan is no longer a dictatorship. The elected government, under President Asif Ali Zardari, has expressed cautious support for continuing Musharraf's education reforms. It therefore has an opportunity to build on their successes and correct their shortcomings — starting with an independent review of the commission's performance.

Riaz Haq's Note: For the first time in the nation's history, President Musharraf's education adviser Dr. Ata ur Rahman succeeded in getting tremendous focus and major funding increases for higher education in Pakistan. According to Sciencewatch, which tracks trends and performance in basic research, citations of Pakistani publications are rising sharply in multiple fields, including computer science, engineering, mathematics, material science and plant and animal sciences. Over two dozen Pakistani scientists are actively working on the Large Hadron Collider; the grandest experiment in the history of Physics. Pakistan now ranks among the top outsourcing destinations, based on its growing talent pool of college graduates. As evident from the overall results, there has been a significant increase in the numbers of universities and highly-educated faculty and university graduates in Pakistan. There have also been some instances of abuse of incentives, opportunities and resources provided to the academics in good faith. The quality of some of the institutions of higher learning can also be enhanced significantly, with some revisions in the incentive systems.

Admission meritocracy, faculty competence and inspirational leadership in education are important, but there is no real substitute for higher spending on higher education to achieve better results. In fact, it should be seen as an investment in the future of the people rather than just another expense.

Of the top ten universities in the world published by Times of London, six are in the United States. The US continues to lead the world in scientific and technological research and development. Looking at the industries of the future such as nanotechnology, biotechnology, green technologies, the US continues to enjoy a huge lead over Europe and Asia. The reason for US supremacy in higher education is partly explained by how much it spends on it. A 2006 report from the London-based Center for European Reform, "The Future of European Universities" points out that the United States invests 2.6 percent of its GDP in higher education, compared with 1.2 percent in Europe and 1.1 percent in Japan.

Pakistan is a significant exporter of international students globally. According to UNESCO statistics, the number of outbound Pakistani degree-seeking students grew by 70 percent over the last decade, from 31,156 in 2007 to 53,023 in 2017.

Another important driver is the lack of university seats and high-quality study programs in Pakistan, particularly at the graduate level. While Pakistan has created a tremendous amount of new doctoral programs over the past decade, growing numbers of Pakistani scholars are heading abroad to access higher quality education, primarily in fields like engineering and the sciences. To modernize research in Pakistan and raise the qualifications profile of university faculty, the government supports this development with scholarship programs of considerable scale, considering Pakistan’s fiscal constraints. While most Pakistani students are said to be self-funded, overseas scholarship programs have helped thousands of graduate students to pursue studies in the United States, the United Kingdom, Cuba, Germany, France, and various other countries in recent years. Scholarship recipients are often required to return home after graduation.

The traditional English-speaking international study destinations, Australia and the U.S., are currently the top choices among Pakistani degree-seeking students, as per UNESCO statistics. Data published by the Australian government show that the number of Pakistani students grew almost threefold over the past decade, from 3,512 in 2008 to 10,000 in 2019, making Pakistan one of the top 10 sending countries of tertiary students in Australia.

In the U.S., likewise, Pakistani enrollments have generally been on an upward trajectory over the past few years. According to the Open Doors data of the Institute of International Education, Pakistan sent 7,957 students to the U.S. in 2018/19, an increase of 5.6 percent over the previous year, making it the 22nd most important sending country. Around 44 percent of these students are enrolled in undergraduate programs, 35 percent in graduate programs, and 4 percent in non-degree programs, while 17 percent pursue Optional Practical Training.

Other popular destination countries include the U.K. and the Muslim-majority countries Malaysia and Saudi Arabia, the latter also being a magnet for labor migrants from Pakistan. It should be noted, however, that China has emerged as a significant destination as well. China may, in fact, now host the largest number of Pakistani international students worldwide. While UNESCO does not report data for China, and Chinese government figures are difficult to compare,[1] Pakistan is currently the third-largest sending country to China with 28,000 students, per Chinese statistics. As in neighboring India, many Pakistani students flock to China to pursue medical education—an underdeveloped and severely overburdened education sector in both India and Pakistan. Increased political and economic cooperation between Pakistan and China and Chinese scholarship funding likely play a significant role as well. Increasing numbers of Pakistani students are interested in learning Chinese.

In general, Pakistani students have increasingly diversified their international study destinations in recent years. In Canada, for instance, the number of Pakistani students has doubled over the past decade, if on a relatively small scale (4,050 students in 2019). Another notable destination country is Germany, where Pakistan is now among the top 20 sending countries after enrollments jumped by 28 percent within just one year, from 3,836 in 2017 to 4,928 in 2018—a trend likely driven, among other factors, by the availability of tuition-free, high-quality graduate programs in engineering.

As more and more students leave India for higher studies, Infosys founder Narayana Murthy proposed that governments and corporates should “incentivise” researchers with grants and provide facilities to work here. “The 10,000 crore per year grants for universities under the New Education Policy will help institutions become competitive", he said.

Infosys founder NR Narayana Murthy on Tuesday expressed concern over India’s education system saying that even the IITs are becoming a victim of learning by rote due to the “tyranny of coaching classes.” Murthy suggested that our education system needs a reorientation directed towards Socratic questioning.
The Infosys founder, who himself is an IIT alumnus, batted for Socratic questioning in the classroom in order to arrive at solutions to real-world issues. “Many experts feel that (in) our country, (there is an) inability to use research to solve our immediate pressing problems around us… (this) is due to lack of inculcating curiosity at an early age, disconnect between pure or applied research," he said.

As to what could be done to solve this, the 76-year-old suggested that the first component is to reorient teaching in schools and colleges towards Socratic questioning in the classroom to solve real-world problems rather than passing the examinations by rote learning. Socrates was a fifth century (BCE) Greek philosopher credited as the founder of Western philosophy.
Speaking at the 14th edition of the Infosys Prize event in Bengaluru, Murthy said that the nation’s progress on the economic and social front depends on the quality of scientific and technological research. Research thrives in an environment of honour and respect for intellectuals, meritocracy and the support and approbation of such intellectuals from society, he noted.

United States Ambassador Donald Blome joined officials from the University of Utah and the Federal Minister for Planning Development and Special Initiatives, Mr. Ahsan Iqbal, to inaugurate the International Summit on Higher Education and Workforce Development today.

The summit was organized by the U.S.-funded Higher Education System Strengthening Activity (HESSA) and focuses on the role of higher education in the 21st century, highlighting the fluid nature of learning and employment, and explores how universities can reposition themselves in this ever-changing landscape.

Ambassador Donald Blome celebrated the 75 years of partnership between the U.S. and Pakistan and said, “In a country where more than 60 percent of the population is below the age of 30, we must continue to help youth achieve their full potential.”

Minister Iqbal remarked that the Government of Pakistan is open to improving the higher education system and is looking into various options to capitalize on the abundant youth potential in the country. He appreciated Pakistan’s 75-year partnership with the U.S. government and celebrated the support provided by the U.S. government to academia through specialized investment in higher education. He further added that academic institutions and the public and private sectors should join hands to accelerate this development. Mr. Iqbal tasked Pakistani higher education officials to improve higher education.

Dr. Mukhtar Ahmed, Chairman of the Higher Education Commission of Pakistan (HEC), said that HEC will continue working with the U.S. government to build a cadre of experts to improve graduate employability.

Senator Keith Grover, Utah State Senator from the United States noted, “it is the ultimate goal of an institute to provide necessary skills for youth so they can positively contribute to the workforce both locally and globally.”

HESSA is supported by the United States through USAID, and is implemented in collaboration with 16 Pakistani public universities and other stakeholders, with a focus on strengthening universities’ capacity to deliver market-driven education, research, and graduate employability.
